Awarding of Educational Grants by the Public Foundation “Qazaqstan Halqyna” for the 2025–2026 Academic Year

By the decision of the Board of Trustees of the Public Foundation “Qazaqstan Halqyna” dated 2 June 2025, amendments and additions were made to the charitable program “Educational Grants of the Public Foundation ‘Qazaqstan Halqyna’.”

For the 2025–2026 academic year, the Foundation provides educational grants to applicants from socially vulnerable groups. The number of grants is determined by the Foundation’s Management Board based on the available funding.

The Grant includes:

1. Full tuition coverage for a bachelor’s degree throughout the entire period of full-time study, free of charge;

2. A monthly scholarship intended to partially cover expenses for food, accommodation, and educational materials. The scholarship is paid for 10 months each academic year, excluding the summer vacation period.

The amount of the Grant per student is determined depending on the field of study and the specific characteristics of the higher education institution and shall not exceed KZT 1 million. The monthly scholarship amounts to KZT 40,000.

The Grant is not available to:

• individuals who already hold a higher education degree;

• individuals who have been awarded a state-funded educational grant for a bachelor’s degree financed by the republican or local budget;

• individuals seeking a second higher education degree or online education.

Eligibility Criteria and Program Partners

Applicants for the Grant must be citizens of the Republic of Kazakhstan belonging to one of the following categories:

1. Individuals from low-income families residing in rural areas, small towns, or single-industry towns (monotowns);

2. Orphans or individuals left without parental care before reaching adulthood;

3. Persons with disabilities;

4. Individuals from families raising children with disabilities (children under the age of 18);

5. Children of citizens of the Republic of Kazakhstan who lost their lives during the January 2022 tragic events;

6. Children injured during the January 2022 tragic events.

The maximum age for participation in the Program is 29 years inclusive.

The educational grant is personal, non-transferable, and may be awarded only once.

Grants are awarded annually to applicants exclusively for full-time study (online learning is not permitted) at higher education institutions and branches of foreign universities included in the official list of higher education institutions authorized to receive the state educational order for higher education programs.

The Grant shall be terminated in the following cases:

• voluntary withdrawal from the university;

• academic failure;

• repetition of an academic year;

• submission of false information and/or forged documents confirming eligibility for the Program;

• discovery that the recipient has already been awarded a state-funded educational grant for a bachelor's degree financed by the republican or local budget.

According to the revised Program, transfer to another educational program or another higher education institution is not permitted.

Educational grants are awarded only for full-time bachelor's degree programs offered by higher education institutions included in the official list of institutions authorized to receive the state educational order for higher education.

The list of participating higher education institutions and the number of grants allocated to each institution shall be determined by the Foundation’s Management Board. The list of participating institutions and the number of grants allocated to each of them will be published on the Foundation’s website before 1 August 2025.

The list of candidates nominated for the Grant shall be prepared by the higher education institution or branch campus from among applicants who:

• have taken the Unified National Testing (UNT) during the current calendar year (except applicants to branch campuses);

• have achieved the minimum passing score required for admission to the institution (including creative entrance examinations where applicable).

The list shall be formalized in the minutes of the meeting of the institution’s конкурсной commission and accompanied by the following documents:

1. Application form confirming the candidate’s nomination for the educational grant of the Public Foundation “Qazaqstan Halqyna”;

2. Candidate’s letter of consent to receive the educational grant of the Public Foundation “Qazaqstan Halqyna”;

3. Documents confirming the candidate’s eligibility under the charitable program “Educational Grants of the Public Foundation ‘Qazaqstan Halqyna’”;

4. A copy of the order establishing the конкурсная commission of the higher education institution or branch campus.
